✗ BHDDH instituted a new set of regulations, this time eliminating the use of prone restraints, prohibiting sleep overnight staff, and instituting mandatory staffing patterns. Individualized Service Plans, billing, and Supports Intensity Scales were also revised.

✗ The Rhode Island Federal Department of Justice began examining day services, in response, BHDDH implemented a five-year initiative called Employment First.

✗The DD community continued to inform the General Assembly about our adjustment to Project Sustainability— many legislators began to understand the complexity of its impact upon the people we support and their families.
